Method & data sources

Difficulty rating. Each ZIP gets a 0–100 score that is relative to other California ZIPs, the average of two percentiles:

  1. FAIR Plan share index: FAIR Plan residential policies (June 30, 2026) ÷ (FAIR Plan policies + 2023 voluntary-market new + renewed policies). Higher means more homes are relying on the insurer of last resort. Note the two inputs are from different years, so this is an approximate index, not an exact market share.
  2. Non-renewal rate (2023): non-renewed ÷ (renewed + non-renewed) voluntary-market policies reported to CDI for 2023.

Bands: Low <25, Moderate 25–59, High 60–84, Severe 85+. A metric is skipped when the ZIP has fewer than 50 relevant voluntary policies; ZIPs with neither metric show "Insufficient data." Thresholds are editorial choices, not an official classification.
